Welsh Government announces work on leasehold reform
The Welsh Government announced work is underway to reform residential leasehold and commonhold ownership and details will be published before next year’s election.
In the First Ministers statement on 15 July, the Welsh Government’s legislative priorities for the remainder of the current Senedd term were outlined. which included reforms to residential leasehold and commonhold.
Other legislative work
In terms of primary legislation, the First Minister also stated that other development work is happening including White Papers on clean air and agriculture, and the continued request for the UK Government to devolve legislative competence for a vacant land tax so that a Bill for that purpose can be prepared for Senedd scrutiny. The next Government will then be under a duty to have a programme of consolidation and codification of its legislation, work which is being undertaken in the historic environment and planning fields.
What Propertymark Is Doing
NAEA Propertymark is part of the Welsh Government’s Leasehold Task Group and has worked closely with Leasehold Solutions, the National Leasehold Campaign, and Leasehold Valuers, to raise awareness of the scandal, and to bring the latest leasehold advice to agents and consumers alike.
As part of our work, we surveyed over 1,000 leaseholders which formed our Leasehold: A Life Sentence? campaign and explored the extent of the scandal which has left thousands of Brits facing escalating ground rent, extortionate fees for making cosmetic alternations, and unable to sell their homes.
Since its release in September 2018, our research has received coverage with many major news providers and has been quoted in Parliament during debates.
