BPF’s Carbon Manifesto calls for next government to set out net zero roadmap for real estate

The British Property Federation’s (BPF) Carbon Manifesto calls for next government to set out net zero roadmap for real estate.

The BPF has published a new carbon manifesto, Building a Sustainable Future, calling on the next Government to work with the industry to create a comprehensive net zero carbon roadmap for the real estate sector, across all tenures and asset classes, covering both existing and new buildings.

The manifesto has been produced by the BPF’s Sustainability Committee, comprising some of the UK’s largest property investors, owners and managers, as well as real estate experts and advisors. It is the fifth of five documents the BPF is publishing ahead of the election to complement the BPF’s manifesto Building our Future, published in January.

Alongside the Carbon Manifesto, the BPF has published its Closing the Data Deficit research, which was co-funded by BPF members Farrer & Co, Get Living and Position Green. The research investigates the role of data in the net zero transition, explores the challenges faced by the sector in accessing data, examines how technology can help and sets out a series of policy recommendations.

Building a sustainable future:

There are around 30 million buildings in the UK, many of which are poorly insulated and inefficient. Over 90% of homes are still heated by fossil fuels and the latest BPF analysis shows that 84% of commercial spaces with EPC ratings are rated EPC C or below.

This means that over 175,000 commercial spaces will need to be retrofitted every year between now and 2030 to raise the standard of all commercial buildings to EPC B by the end of the decade.  

The real estate sector has the second largest carbon footprint in the UK, with buildings responsible for 25% of all carbon emissions. Commercial and industrial buildings account for around one third of all building emissions.

To accelerate the transition to a net zero carbon future, the BPF is calling for the next Government to take a range of actions, including:

* Deliver a comprehensive sector roadmap for the real estate sector, across all tenures and asset classes and appoint a single Minister with responsibility for net zero buildings.

* Rebalance gas and electricity costs to speed up the electrification of homes and buildings and encourage the adoption of low carbon heating solutions.

* Provide clarity on future minimum energy efficiency standards for the domestic and non-domestic private rented sectors, and reform domestic EPCs.

* Regulate embodied carbon by requiring Whole Life Carbon assessments and reporting.

* Zero rate VAT on repairs and maintenance of residential buildings and introduce a “Green Super Deduction” to boost investment into retrofitting our homes and buildings.

* Increase investment into the UK’s electricity grid and speed up grid connections.

* Simplify and accelerate the installation of rooftop solar on commercial buildings. This could include simplifying planning regulations, providing grants and reviewing tariffs.

* Ensure that local authorities are properly resourced and skilled to support the net zero transition and ensure the planning system supports a “retrofit first” not “retrofit only” approach.

Closing the Data Deficit:

The Closing the Data Deficit report explores the cultural, organisational,  technological and legal barriers which impact on the sector’s ability to access energy consumption data.

Following an in-depth literature review and interviews with BPF members and key stakeholders in the data and energy sector, the report sets out a series of recommendations.

These include:

* Mandating the sharing of energy consumption data between property owners and occupiers.

* Exploring ways in which smart meter data might be shared directly with certain authorised property owners.

* Exploring whether energy data could be considered a “legitimate interest” within the UK GDPR.

* Encouraging the use of green leases for new commercial leases and reforming the Landlord and Tenant Act 1954 to ensure the inclusion of data sharing and provisions in lease renewals which drive energy efficiency.

* Establishing a new Building Energy Data Taskforce to drive forward action.

“This will require policy certainty and stability, targeted financial incentives, a properly resourced and skilled planning system and more grid capacity and connectivity.”
